mike, the president is now, i believe, in paul ryan's backyard, madison, wisconsin. there's an image there live. he's scheduled to speak i think within the hour. he's got two weeks until the next debate. do we expect him, do you think, to take the gloves off between now and then? >> reporter: it's a great question, martin, and i think it's conventional wisdom without the day has increasingly con he jeled around this idea that mitt romney was victorious regardless of the methods. you have seen a lot of obama aides and surrogates up the rhetoric in their comments to reporters and elsewhere. we heard david axelrod calling mitt romney and his performance as a serial evader and an artful dodger by way of explaining why president obama didn't go after him more aggressively. we heard david plouffe just a few minutes ago from aboard air force one piped in here to the press room calling mitt romney dishonest, saying he lied about his tax policy. >> but, mike, the president himself earlier today said, didn't he, that he was debating a man who appeared to have multiple position

if nothing else i guarantee you it will be very entertaining to watch joe biden and paul ryan. and there again, i think there is an opportunity to -- i think romney's gotten some deserved momentum out of -- he had a very strong performance. he's gotten a momentum. i think his campaign is trying to figure out how to keep that momentum going into next week. the debate might be where that momentum is blunted a little bit. joe biden is going to say look, paul, how much time do you need? here's a white board. here's a pen. how much time do you need to do the math? we're here for you. let's work it out. >> hey rich, how much in terms of paul ryan, how much do you think is resting on his shoulders? how do you think he's going to fare against joe biden? he's a lot younger, doesn't have as much debate experience. >> that's not true. they're both members of congress. they have a lot of debate -- that's what you do in congress whether it's in committee or on the floor. i think they will both be more skilled, frankly, than either of the two presidential candidates who did not have that kin

it is paul ryan's home state that has ten electoral votes. >>> there are the most sought after votes for both presidential candidates. the ballots of the undecideds around the country. nbc's ron allen sat down with them and got their reaction in this report. >> what do you think won? when wednesday night's debate was over, a registered e independent who voted for president obama last year may have said it best. >> i felt like governor romney stepped up his game in terms of bringing something new to this campaign. >> reporter: we had a diverse group, a few new to politics, some swing voters, age 57 to 17. all relieved to hear directly from the two candidates instead of all the negative ads bombarding the state. how many of you saw something in governor romney you had not seen before? >> ultimately i think he was very compassionate and he seemed like his policies were actually sensible. >> if you notice, there's a four-step plan. this is one, two, three, four. he's very clear in talking to us. >> reporter: despite all of that, for some president obama still won the night because he cam

and by the way, the idea came not even from paul ryan or senator wyden, but it came from bill clinton's chief of staff. this is an idea that's been around for a long time. which is saying, hey, let's not see if we can get competition into the medicare world, so people can get the choice of different plans at lower cost, better quality. i believe in competition. >> jim, if i can just respond very quickly. first of all, every study has shown that medicare has lower administrative costs than private insurance does, which is why seniors are generally pretty happy with it. and private insurers have to make a profit. nothing wrong with that. that's what they do. and so you've got higher administrative costs, plus profit, on top of that, and if you are going to save any money through what governor romney's proposing, what has to happen is that the money has to come from somewhere. and when you move to a voucher system, you are putting seniors at the mercy of those insurance companies, and over time, if traditional medicare has decayed or fallen apart, then they're stuck. and this is the reason

yesterday paul ryan was grilled about it on, of all places, fox news. let's watch. >> how much would it cost? >> it's revenue neutral. >> i'm just talking -- we'll get to -- >> the cut in tax rates will lower all americans' tax rates by 20%. >> how much does that cost? >> it's revenue neutral. lowering tax rates by broadening the tax base works. >> you haven't given me the math. >> i don't have the time -- it would take me too long to go through all the math. >> this is not the first time romney was challenged, or ryan, on the vagueness of the proposal. back in 1994 romney talked about a plan to tackle health care up in massachusetts. actually nationwide. but never explained what the cost would be, the cost of the program. his opponent in the race back then was ted kennedy memorably challenging him on that debate. let's watch how it's done. here is where you challenge a guy to come clean, especially when he can't do it. let's watch. >> they ought to have an opportunity to know. what is the cost of your program? >> i don't have a cost of my program. >> y

ryan. >> he hasn't been very specific. but i think his bigger problem is the first one you said. that he's got to create some sense of connectivity or relationship with the voters. i think that's really his goal as well as what we were talking about in the earlier segment of trying to bring a clear depiction of obama's policies and the fact they haven't done everything they were supposed to. >> john harwood, can he do that in a debate? is the debate the setting? that would be when you're most clenched and concerned about every word that comes out of your mouth. how do you show the things mitt romney needs to communicate to the public? >> it's possible. he's got to play really well. one of the nationals' pitchers got hammered the other night and he said i lost my arm slot. and he was talking about the exact right angle of the ball to the delivery of the plate. mitt romney's got to find precisely the right arm slot. aggression with the right amount of respect for a popular president. he's got to figure out a way to flush out
